HELP Learning Center Foundation Inc. has rights-based service delivery and capacity building approaches. Focusing on four key programs (Center-Based Resource Center for SpEd and Rehab, Community-Based Rehabilitation Programs, Community Based Mental Health and Epilepsy Program and Parent Organizing).
HELP Learning Center Foundation Inc. works with local government units, local service providers, families, and persons with disabilities in order to capacitate key stakeholders and transfer knowledge to the community. The knowledge is then used to create local programs to allow persons with disabilities access to high quality, effective, efficient, and cost-effective services to improve their lives. Furthermore, HLCFI capacitates families to be able to connect with their local government while partnering with government agencies in developing local programs, ensuring the sustainability of programs through community ownership, shared commitment, and shared responsibility.

The school provides early intervention, pre-academic, academic, and pre-vocational classes to children and youth. In terms of rehabilitation, the center provides physical therapy and occupational therapy services to children ages 10 and below.

In 2006, the organization began conducting community based rehabilitation. It has organized parent groups in San Fernando, Bombon, Libmanan, Lupi, and Cabusao. A few of the more successful parents groups are the Down Syndrome Association of Naga City, The Psychosocial Support Group of Naga City, the Association of Parents with Children with Cerebral Palsy.

In 2008, HELP Learning Center began a Community Mental Health Program that assisted MHOs in opening local epilepsy and mental health clinics integrated with the general health care services in Naga City, Tinambac, Bombon, Lupi, and San Fernando.

HELP Learning Center staff are also trained in Disability-Inclusive Disaster Risk Reduction, and Inclusive Early Child Development and Early Child Intervention programs partnering with local government units in capacity building for service providers.

Medical consultation and telemedicine for persons with disabilities in partner LGUs/barangay

Inclusive Integrated Feeding Program for children with severe malnutrition, wasting and stunting and those with disabilities such as Down Syndrome and Cerebral Palsy. The feeding program is done daily with weekly play activities for the children, meeting with parents and physical therapy and special education support for children with intellectual and behavior problems.

Home visitation, family counselling for parents and families of CYWDS.

Inception workshop on CBID/CBR program for partner LGUs.

Training of Barangay Health Workers on the use of ECCD (Early Childhood Care and Development) Checklist to identify delays in development and institute early intervention programs.

Community Mental Health Programs to build capacity of government physicians, barangay health workers, teachers and parents to address mental health concerns in the community, develop their sensitivity and listening skills and acquire knowledge on common psychiatric conditions in the community proper management and family support measures.

The HELP Learning Center Foundation, Inc is presently located at San Quintin Street, City Heights Subdivision, Barangay Tinago, Naga City.
Built by the Naga City Government, it was awarded to the Center on perpetual lease in October of 1994.
